Mark Dempsey is a former Realtor, loan officer (mortgages and SBA), and appraiser. He spent many wasted years as Vice-Chairman of the Rio Linda / Elverta Community Planning Advisory Council for the County of Sacramento, and for more than a decade has been unsuccessfully trying to get the County to actually use the smart growth guidelines (called “Transit Oriented Development”) that it adopted for its 1993 General Suggestion…er, he means “Plan.”
